Tulalip Appellate Justices

The Tulalip Tribal Justice System,
Chapter 2, Section 2.20.010 establishes
the Tulalip Court of Appeals for matters
appealed from the Tulalip Tribal Court.
The Northwest Intertribal Court System
(NICS) administers the Court of Appeals
for the Tulalip Tribes.

Tulalip Appellate Justices appointed to
hear appeals at Tulalip are: Honorable
Ric M. Kilmer, Honorable Douglas R.
Nash, Honorable Elizabeth F.M. Nason,
Honorable John C. Sledd, Honorable Jane
M. Smith and the Chief Justice of the
Chief Justice Tulalip Court of Appeals is the Honorable
Daniel A. Raas Daniel A. Raas.
Court of Appeals
The Tulalip Board of Directors appoints
the Chief Justice for a two year term and appoints Associate Justices for
four year terms. Four of the current Justices are members of federally
recognized Tribes and five are law school graduates. Several serve or
have served as Judges or staff on other tribal courts.

When NICS receives a new appeal, it assembles a panel of three judges
to hear the appeal. The panel determines if the appeal is properly filed,
and if it is, sets a briefing schedule. Oral argument takes place within
120 days of the filing of the appeal, unless the Court finds good cause
to extend that deadline. A written decision is filed within 90 days of oral
argument, unless the Chief Justice extends that time period.
